Brooke Winstead is a graduate student in the Master of Community Planning program at the University of Cincinnati, concentrating in Design and Development Planning with a Real Estate Certificate. A Cincinnati native and former foster youth, she is committed to improving outcomes for transitional-aged youth through planning, advocacy, and systems reform.
Brooke serves on the Hamilton County Youth Advisory Board and has contributed to regional mental health initiatives focused on youth belonging, access to trusted adults, and coordinated services. She has also supported youth through navigation and resource coordination roles, strengthening her understanding of how policy impacts young people.
Her interests center on urban planning and design that promote stability, accessibility, and safe community spaces. Brooke aspires to work in planning while continuing to advocate for foster care reform, ensuring lived experience informs policy and communities are designed to support opportunity, belonging, and long-term independence.
