Ombudsman is a Swedish word that means "representative" or "agent." Ombudsman or Child Advocates were established within states and/or Child Welfare to investigate complaints, concerns, or violations of children right's while in foster care.

If you are or have been involved in the Georiga child protective and/or child welfare agencies and have concerns or complaints about how you or your case was treated, the Office of the Child Advocate is supposed to investigate. They can help with case evaluation and assistance, policy, practice consulting, education, and/or advocacy for youth.

The Georgia Ombudsman does not investigate: 

Cases where state agencies are not already involved 
Superior Court Guardians ad Litem

All Superior Court Guardians ad Litem must be made either to the State Bar of Georgia or to the Judge who ran the court case.
