Idaho Youth in Care Bill of Rights

The Idaho Youth-in-Care Bill of Rights was established in 2015 by the Idaho Foster Youth Advisory Board to empower foster youth. Its purpose is to inform youth, resource parents, the child welfare agency, and providers about the rights youth have while in foster care, and to guide the agency’s commitment to permanency, safety, and well-being. In 2026, these rights were further expanded to include safety-related rights outlined in Idaho law.

You have the right to:

  • Lifelong connections with family

  • Be placed with your siblings when possible, or have a plan to stay in contact if not

  • Keep your personal belongings

  • Age-appropriate privacy

  • Freedom from discrimination

  • Be involved in your case plan

  • Make informed choices about your healthcare

  • Have a qualified advocate to support you

  • Participate in education and extracurricular activities

  • Get help for a smooth transition out of foster care, including getting important documents you need
