Webinar: Older Youth Pandemic Relief: Providing Direct Financial Assistance to Young People: New Jersey’s Experience

On February 24th, 2021 FosterClub and Juvenile Law Center, with New Jersey’s Department of Children and Families (DCF) hosted a webinar for advocates on providing direct financial assistance and the lessons learned while using CARES Act funds in 2020 to provide direct financial assistance to young people who have aged out of care.

This webinar provided the following: 

  • Summary of the law
  • Concrete tips and insights to support the implementation of the Supporting Foster Youth and Families through the Pandemic Act. 
  • Implementation tools and resources to provide direct financial assistance to young people. 
  • Q&A

The Goal of this webinar is to provide tools and tips to states, jurisdictions, and local advocates on best practices to provide direct cash assistance to young people using Chafee funds.

1) FAQ for the Older Youth Provisions of DIVISION X of the Consolidated Appropriations Act, Supporting Foster Youth and Families Through the Pandemic Act this FAQ was developed by a group of advocates. 

2)Overview: New Pandemic Relief for Older Youth in and from foster care on the Older Youth Pandemic Relief provisions, released January 15th, 2021. 

3) New Jersey Attestation form for youth that was closed with the child welfare system and received CARES Act direct payment through a provider agency. Note youth had to sign and return the attached. Some providers this form to young people electronically.


The Supporting Foster Youth and Families through the Pandemic Act (H.R. 7947) became law as part of the Consolidated Appropriations Act on December 27, 2020 (PL 116-260). This law is intended to bring significant emergency relief to young people in and from foster care. One critical way this relief can be delivered is through direct to youth payments.
