On March 3rd, 2021 FosterClub and Juvenile Law Center, with California Youth Connection, John Burton Advocates for Youth, ACTION Ohio, and Ohio Youth Advisory Board hosted a webinar for advocates on how to ensure that implementation of the Older Youth Provisions of the Consolidated Appropriations Act is led by and engages young people in and from care.
This webinar provided the following:
- Summary of the law
- Concrete examples and tips to support the implementation of the Supporting Foster Youth and Families through the Pandemic Act.
- Implementation tools and resources to provide direct financial assistance to young people, and provide extended foster services.
The Goal of this webinar is to provide tools and tips to states, jurisdictions, and local advocates on best practices to advocate alongside young people to provide direct cash assistance to young people using Chafee funds and how the moratorium and re-entry provisions are carried out, meeting the urgent needs of young people

1) OHIO Youth Advisory Board and ACTION Ohio advocacy letter to members of the Children Services Transformation Advisory Council to provide recommendations for implementing the Older Youth provisions that were included in the Consolidated Appropriations Act.
2)California Advocacy letter to Governor Gavin Newsom to provide recommendations for how these Chafee funds should be utilized by California once they are received from the federal government.

The Supporting Foster Youth and Families through the Pandemic Act (H.R. 7947) became law as part of the Consolidated Appropriations Act on December 27, 2020 (PL 116-260). This law is intended to bring significant emergency relief to young people in and from foster care. Young people in and from care were instrumental in the passage of this law and it is critical that young people are involved in the implementation process.
