Vermont: Youth Rights in Foster Care

The New England Youth Coalition (NEYC) is made up of Connecticut, Massachusetts, New Hampshire, Maine, Rhode Island and Vermont youth with experience in care. In collaboration with adult supporters, they were able to create the Sibling and Normalcy Bill of Rights.  

Sibling Bill of Rights

Created by youth, this helps make sure siblings in foster care can stay connected. It guides child welfare workers to support strong sibling relationships and keep families close.

Normalcy Bill of Rights

This shows what a “normal life” should look like for youth in foster care—like going to dances, playing sports, or hanging out with friends. It helps adults give youth safe, fun, and everyday experiences.
