19% of California foster youth identify as LGBTQ according to LA. LGBT Center and Williams Institute. The new law known as SB 731, will mandate child welfare workers to consider a foster child's gender identity in placement proceedings, regardless of the sex listed in their child welfare records or with the court. Introduced by Senator Mark Leno, D-San Francisco, and going into effect January 1st, 2016, the new law will directly effect the 13.4% as LGB or questioning and 5.6% transgender foster youth in Los Angeles - twice the estimated percentage of LGBTQ youth who are not in foster care.
This law demonstrates the movement towards #FosterEquality - the call for safe and equal care of LGBTQ youth in foster care.
