Phyllis is a social worker with over 25 years of child welfare experience including 14 years in direct practice in IL and the DC/Northern VA area as a foster care and adoption worker in the public and private sector. She worked on several HHS adoption opportunities grants including a program in Chicago that served children and families affected by HIV/AIDS, and another, in Virginia, that provided permanency mediation between birth and foster/adoptive parents. Phyllis served as the Adoption Program Manager at Child Welfare Information Gateway from 2002-2015 overseeing adoption print and web products. She recently returned to direct practice and is providing training and doing home studies with Northern Virginia Family Services. She is committed to permanency for youth and the inclusion of youth voice in all aspects of foster care. Phyllis holds a MSW in Family Therapy/Policy and Administration (Washington University in St. Louis) and a BA in Behavioral Science (Messiah College).
