If you've given up parental rights, that's definitely possible. Do you have a copy of the parental termination agreement? I would expect that this is spelled out clearly. When it doubt, I suggest checking the with court.
I gave up my parental rights years ago of my child and now he's sixteen years old and wants to come home, can I get in trouble if I let him come home?
I'd hate to give you the wrong advice. I suggest you ask your caseworker or divorce attorney that question.

The was a major national bill passed about a year ago called the National Fostering Connections and Increasing Adoption Act. While the hasn't been anyting that large on the national level, the have been state bills passed.
