House Bill 2431 was introduced to the Oregon State Legislature on Feb. 1, 2001 to provide Oregon's foster children tuition assistance at Oregon Colleges and Universities. The bill passed and the legislature provides $100,000 per biennium to pay former foster children's tuition at state schools. The actual amount of money available each year is dependent on state funding. Additional funding is welcomed by private donations through the Oregon Student Assistance Commission (OSAC). OSAC isresponsible for processing the applications and disbursing the awards.

Eligibility:
Youth must have:
* had at least 12 months of foster care after 16th birthday,
* been a ward of the court,
* been in the legal custody of SCF,
* enrolled in an institution of higher education (and apply for scholarship) no later than 3 years from one of the following (whichever was earliest):
1) date student was removed from the care of SCF
2) date the student graduated from high school
3) date student received the equivalent of a high school diploma.

Amount of Award
Equal the Tuition and Fees of the University of Oregon
(estimated to be approximately $4,500 to $5,000 for 2001 - 2002 school year).

Awards for this first year will most likely be made after October 1st due to
the late notification and application due dates.

Application Process
Permanent process yet to be determined - most likely to be combined with Oregon Student Assistance Commission's (OSAC) Scholarship Application packet, due by March 1st of each year. Application packets are sent to IL coordinators each year, or you may request a packet from OSAC directly (contact information above).

The bill's author, Adam Cornell, is an attorney and aformer foster child. Click here to read his story. One Wisconsin study found that half of former foster children were unemployed and a quarter were in jail within 18 months of leaving state care.

The State Office for Services to Children and Families officially opposes the bill, as it is not in the governor's budget. But the department's written remarks, delivered by a visibly moved Kevin George, assistant program manager for foster care, also reminded legislators that children leave foster care with almost nothing.

Teen Conference is produced each year by the Oregon Independent Living Program for youth enrolled in the ILP. For the past two years, FosterClub has produced the Teen Conference, which usually takes place over four days during the summer.

It is free for youth to attend!
